CARS’s Ithaca Comprehensive Outpatient and Cortland Opioid Treatment Program’s Nursing Manager, Ilan Hadar, RN, presented at Tompkins County’s Victim Impact Panel in November 2025. The Panel, a collaboration between Tompkins County Probation, Tompkins County Courts, the District Attorney’s office, Stop DWI, and area substance use treatment providers, was initiated in 2002. At November’s Panel, with an estimated attendance of more than 100, Ilan spoke second in a lineup of four presenters. Other speakers included a District Attorney, a victim of an alcohol-related accident, and a peer advocate. Ilan, providing the Panel’s medical perspective, spoke on the physiological effects of alcohol use, reaction time, and the short and long-term effects of alcohol use.
Extensive post-Panel feedback praised panelists’ information, especially Ilan’s. Attendees expressed great appreciation for the CARS nursing manager’s insight on the physiological effects of alcohol use as well as his information about CARS’s alcohol use disorder treatment and medication options.
